interfering with his special duties which would principally consist in preparing Defaulters lists from the daily returns furnished by the Notice Servers and also Quarterly Receipts from the Valuation Tables rendered by Messrs Collins and Jarman, &c. &c.) and curry out his duties without any fear of interruption - The Routine of the Department would thereby guard effectually against the possibility of any arrears.
8. If His Excellency approve of an increased Expenditure of $35 a month in addition to the $40 approved of under date 3rd September No. 308, I would propose the following arrangement.
Third Clerk - a competent European, Salary $100 per month.
Fourth Clerk – a European and an intelligent Accountant, Salary $...
