Her Majesty's Legation House,
I have the honour of bringing to your Excellency's notice the peculiar position in which both this Government and the Chinese Authorities are placed in reference to Clause 21 of the Treaty of Tientsin - 1858 - whereby the rendition of Chinese Criminals taking refuge in Hongkong is directed, "on due requisition being made by the Chinese Authorities."
