It is requisite to put the Agency on such a footing of efficiency as will avoid (except under peculiar circumstances impossible to foresee) further changes in case hereafter attached to your Department.
You will also endeavour to effect all such improvements in the administration of these Agencies as may be convenient.
It would be well to point out that the existence of 3 Post Office Agencies must necessarily be to the convenience of the Community of Shanghai, and that if the Postal business is concentrated, it will probably prove advantageous to the Public.
12. Whilst in Shanghai, you should obtain full information as to the Local Post office which has been established there, and, in conjunction with Mr. Rea, report, after communication with Her Majesty's Consul, whether any amalgamation of the two services is practicable or desirable to all parties concerned.
You will send such reports of your proceedings from time to time as you may deem necessary, or leave the whole matter to form the subject either of a final report from yourself, or of a joint report from Mr. Rea and yourself, which, if practicable and agreeable to Mr. Rea, His Excellency would prefer.
