Moz Mitchell made his arrangements accordingly, and is now absent with Mr Rea. I enclose a copy of the Instructions which I directed to be given him for his guidance, and I have to solicit Your Lordship's sanction to that arrangement, as also to the payment of Mr Mitchell's necessary travelling expenses from Imperial funds in the hands of this Government on the ground that the expense incurred is one essential to a satisfactory attainment of the object proposed by Her Majesty's Government.
