inspect the Agencies maintained
by the Imperial
Imperial Postal Authorities
in China and Japan, and in reference to those establishments to ascertain the practicability of placing them more immediately under the Control of this Government:
The Executive here has
already so much work to
get through that personally I see objections to increasing the duties devolving
on the local
Government, but as it seems
probable, when the recent legislation
affecting Native vessels and the
registration of Chinese Householder and servants shall have been
brought into more complete working order, those duties will be lighter, whilst I gather from the tenor of Your Lordship's
Dispatch that I am expected to facilitate the proposed arrangements, I have felt much pleasure in placing at Mr. Bruce's disposal all the
information which I could in connection with the objects of his
mission, and have also engaged to undertake any supervision of the
Postal agencies
in China and Japan which he
