As anticipated in the last report the repairs to streets in Victoria during the past year have been carried out at a considerable reduction in Cost over former Years.

All repairs have been made with Convicts, and the absence of allowance to chain gang and the very heavy fall of rain has made the employment of Coolies unnecessary. Since the convicts at Stone Cutters Island have been sent over to Victoria the strength of the Chain gang has been much increased and the roads can now be repaired in a systematic manner. The Centre half of all Roads is being metalled with 6 inches of broken granite with two inches of clean granite or decomposed granite over, the middle of the road paired 12 inches above the side channels.

The Queen's Road has now been completed between the Eastern Market and Wanchai, and between Wilmer Street and the North Point Market. The Eastern Road is now under repair, and when completed the remainder of the Queen's Road will be properly metalled.

By carrying out this system of metalling the roads, I hope gradually to get all the streets in Victoria into good order. This Report and Estimate is simply in support of the expense of providing tools, and giving allowance to the Chain Gang Guard for pushing the men on with their work as well as preventing their escape.
