4. The Reservoir at Pokefolume was progressing favorably - some 400 or 500 men being employed on the works. The Tramway, which is intended to be used in the excavation of the Reservoir, has been laid, and cannot now be used till the works are commenced again.
This work, with the proposed Sanitary improvements in "Tai-ping-shan", I have been obliged to postpone with the greater regret.

5. Some of the other proposed Services are - The Sanitarium at Kowloon. "Reclaiming ground at Bowrington. Carriage Road to the Cap. and Repairing Robinson Road!
are not urgently required, and can without prejudice to the sanitary improvement of the Colony stand over for another quarter.
6. The accompanying report from the Surveyor General will give what explanation is likely to be required with reference to the different plans of proposed expenditure.
