Regulations, and then be numbered with a number denoting simply the order in which they have been received in the Colonial Secretary's Office from the commencement to the end of the year.
This number should be wholly irrespective of any other Departmental number affixed to such documents, and is intended merely as a guide to the General Index in the Secretary's Office. That number will remain there whether eventually the document be filed in the Secretary's Office or elsewhere.
