including the Chief Clerk, who is also

Clerk of the Council. I cannot think

that the number of staff employed is disproportionate to the amount of the

business.

It must be remembered that

for purposes of economy and

convenience

it is found to employ Portuguese instead of English

clerks in most Departments here, and

the work is

likely done more slowly

on account of their difficulty in dealing

with documents couched in a

language foreign to them; nevertheless

when their services are

faithfully rendered, though somewhat slowly executed.

I may add in reference

to

my Minute of the 16th March that although it

directs that the papers received during the day be laid before

the Council every afternoon, unless there is

business to transact at the Public Offices previously

every paper

no

general Rule dispenses with papers of general

consequence on the day of its receipt - but the fact is that the staff of the Secretary's Office

is

often very severely worked, and I say

somewhat unfairly as compared with the time devoted to Clerks in the other Offices.
