stated that he had been dispatched in

such a hurry from Washington that he had not been furnished with any regular Credentials from the United States Government. I have

doubt however that duly appointed to make the

arrangements to which he alludes.

of consideration by other Majesty's

suggested

put it in writing and undertook to

Government I

that he should

transmit it to Your Lordship with a

view to

enabling

immediate action to be

taken thereon without further reference

to this Government.

now enclose Mr burrie's

proposal,

which recommends itself by its extreme

simplicity, and amounts to this: that, if

the

Hongkong

Post Office will undertatte

to deliver letters and newspapers carried

by the new Steamers, at

Hông rộng

and

other Porto in bhina South of Shanghai

(Ningpo excepted), the United States Government should undertatte to letters and newspapers from Hong Kong

to carry

to and through the United States. as far as the boundary of the latter - free of all charge, this Government receiving
