Sir,
With reference to your Despatch No. 207 of the 2 February last reporting the provisional appointment of Mr. H. B. Gibb to be a Member of the Legislative Council of the Colony of Hong Kong, I have to acquaint you that, having submitted the name to the Queen in Council, Her Majesty has been pleased to approve his appointment.
I transmit to you herewith a Warrant, under the Royal Sign Manual, authorizing you to affix Gibb to a seat in that Council accordingly.
