That is a matter which will require constant attention, because there must always be risk of the issue of passes and licenses becoming somewhat of a matter of form on payment of the necessary fees. The officers of the department are well acquainted with, however, my views as to this subject, and they know that I am resolved to change the "personnel" of the Department until it is efficiently conducted.

289 The only real object of the Government is knowledge of all proceedings of nations at work in these waters.

a. The amount of fees received last month, viz: $5,656 is considerable and is beyond the expenditure incurred but it also considerably exceeds the amount receivable during the remaining months of the current year, but there is no doubt of meeting the total annual expenditure.
