2 In the former it appears that 567 Licenses have been issued to the same number of vessels of all sizes, each of which has therefore given security for the legality and regularity of its proceedings, thus placing the direct surveillance of the Government over a large fleet of whose movements no knowledge whatever had previously been possessed.

3. The amount of business done will more fully appear when it is considered that altogether, including passes, special permits, and clearances, 2949 documents have been issued—copies of all which are preserved in the books of the Harbor Master, thus involving the same number of entries under Government surveillance, which in future is now held. But for an ample guarantee for the work, an amount of office labor reaching 5,898 entries, many hundreds of which necessitated particular inquiries into the solvency and character of the sureties tendered.
