they see much differently in the establishment of a Colonial Steamer, to be officered and manned by the Colony, and although they decline to place any of Her Majesty's Ships under the orders of the Governor, they think assistance, which can always be effected by one of the Gunboats on the station, will therefore take such steps as are necessary to carry out their Lordships' intentions by keeping a Gunboat in readiness to meet any requisition that may be made by this Government to the Junior Naval Officer at Hong Kong, and in case of your absence, you are to place yourself in personal communication with the Governor, in order that he may be made aware of the services on which he wishes the Gunboat to be employed.
You will direct the Commodore in your absence to report to their Lordships what those duties are, and you will then be informed from time to time how the Gunboat has been employed.
