She does so without allowing any person from shore to come in actual contact with the ship's people or crew; arrangements for this purpose sanctioned by the Colonial Surgeon will meet His Excellency's approval.
In conclusion, I am instructed to state that, if any charges be incurred by Her Catholic Majesty's Government, His Excellency is unwilling to contemplate such a contingency as a refusal to liquidate them.
