I have the honor to inform you as follows. First. I boarded the "Circe" at about 11:16 a.m. on the 28th of March 1866. I met on deck a man who could not speak English. I speak Spanish a little; an officer was sent for and through him I informed the officer that I was the local Doctor and wished to see the sick as I understood there was small pox on board. I was answered that there were sick and that they had a Doctor on board. I then said I was sent by the Government and that I must see either the Doctor or the sick. The Doctor was sent for, who informed me they had a case of small pox but that he was quite well, the disease not having reached the suppurating stage. With the Doctor of the Circe I examined the patient and found it's a case of confluent small pox. I desired the officer first seen not to allow any communication with the shore until he received official instructions from the Government. I left the ship and reported the case to the Harbor Master and Colonial Surgeon.

Second. I do not know if an officer of the Harbor Master's Department boarded the "Circe" previous to my visit.

Third. Foreign men of war were not treated similarly to British in reference to contagious diseases.

Fourth. I visited the "Circe" on the 29th (the day after my initial visit).

Describe the course of action in regard to "Circe," and report to Javy fee - officer.
