Before alluding further to the communications sent by the Colonial Secretary to the Spanish Consul, I think it best to complete the evidence of the untruthful report made by the "Circe" on arrival as to the health of those on board and the subsequent discreditable attempt to smuggle the Small Pox patient on shore. With this view I enclose a communication from the Colonial Surgeon to whom I referred Your Lordship's despatch, that he might throw such additional light on the subject in his power.

I consider that the communications given by Government to the Spanish Consul are a complete answer to the case, but he also transmits a letter from the Health Officer, Dr. Henderson, giving details of his visit on the 28th March to the "Circe".

And Your Lordship will observe that Dr. Henderson was first informed by the Officer in charge of the deck, in reply to his question whether there was "small pox" on board, that there "were no sick" - and that "they had a good bill of health on Board."
