I are able to report results equally satisfactory - More than 1500 tenants and Householders have already been Registered, and thereby have become under the Ordinance personally responsible for many offences, such as Gambling, Prostitution &c. recurring in their Houses. Nearly 2,000 domestic servants have been also supplied with Certificates, and the whole additional cost of the department has been already met for the past year.

It is difficult to foresee the great extent of power for preservation of order, which this Ordinance, if adroitly used and energetically worked, must eventually confer on the Executive; and I feel greatly indebted to Mr. Cecil Smith for the good judgment and ability he has shown throughout all his dealings with the Chinese under the Ordinance.
