your Lordship that there is nothing impossible in maintaining that general surveillance on which I insist, and every mouth that passes must render the task lighter, as the native boats and their masters become individually better known and their proceedings and course of trade more accurately ascertained.

9. me penally has Only hitherto been imenied under the Ordinance, and being the first, a lenient view was taken of it. one I may add that scarcely defect in the Ordinance has Witherto been brought to light by it's actual operation.

10. My observations in regard to Victoria Harbor are, I am happy to say, applicable to the other stations which I regard as abuse equally important in connection with Policy. I am not however at this moment in a position to furnish exact details in connection with them. This shall be done increafter in a monthly Report.
