but the houses for
all gaming elsewhere would be a direct loss to the farmer, whose interests for it's prevention
are identified with the objects of the Government: Gaming in any house at Macao, but a licensed house,
is utterly impossible. The farmers of the Revenue immediately form
a detective
police of their own, and are more
effective than the
Government could be.
They are
also compelled, because
of the conditions of their licenses for which they pay highly, and the higher they pay,
the greater is the security given for observation of those conditions, to aid
the police in giving up all offenders
against the Law. Some Criminal, if remaining in the Colony,
would venture into
one of the gaming establishments and then be put on his track.
