19. I can partly illustrate how the proposed system would work, because

already I have consented to grant petitions of prisoners for release from Gaol

on condition that they be deported, being first previously marked on

voluntary one, and whatever be the consequences of a breach of it, the risk of those

found to have returned till a few days ago, when one was detected in the
