Suppose that an armed sailing Junks supersede the necessity for employing not merely one but several Gunboats such as the Commodore at present has under his orders. There is abundant evidence, of a different description, and more often could the Gunboats at his disposal be employed more zealously or efficiently than by the present Commodore: I am entirely satisfied with his arrangements, and we at the Admiralty could render his co-operation more effective than at present.
...has reached a result more satisfactory and hopeful than has ever been obtained here before... Therefore, unless I could have a Gunboat attached to the Colony and entirely under my orders, which arrangement I perceive would be attended with very great complications and expense, I prefer working my way through existing difficulties with the simple means, which I have already devised for that purpose.
More effective measures will be ready soon. The Colonial vessel will be ready for service in about ten days, and between her actions and the renewed efforts of the Chinese Authorities, Piracy is ceasing to be so prevalent that no recent report of any Piracy has been received, though unfortunately I could not complete the equipment for service simultaneously.
