Iettlements next April. I have the honor to state that Mr. Kinder reports the Mint able to supply that Coinage whenever the designs for dies may be approved and suitable dies received here.

At the same time I am personally of opinion that no higher average than a Cringe of 30000 Dollars per diem can be attained at the Mint for my prolonged kin wich as a mouth.

I fear however that one very important point has escaped attention, namely, who is to pay the expense of the coinage. There is no necessity for popularizing the Filler, which is accepted readily enough. For Putherford even at Pekin as Merck writes me.

The real question is who is to defray the cost of manufacturing Silver into Follars as when manufactured it would acquire thereby, no increase in purchasing power...

This Colony is not in a position to do so. It will of course willingly manufacture the coinage on condition of receiving the bullion and the usual 2 per cent for Seignorage; but I apprehend that Your Lordship would not find the Community on the Straits Settlement
