1. December 1839.
I certify that I have known William Quin, Serjeant Royal Artillery for the period of five years, and that I have had many opportunities of judging both of his mental and moral powers during the Expedition sent to explore the Euphrates.
He was Serjeant Major entrusted with the care of the passage of men and Stores - in Syria, when he was exposed to the vicissitudes of Climate and scantiness of food, often without shelter. His health and strength remained undiminished and his willing cheerfulness supported him under various trials.
I am happy to state that he has returned to this country with an unimpaired constitution and has gained both the esteem and attachment of all the Officers engaged in that arduous expedition.
