Mr. Quin is obliged to return to Europe on sick leave, but under circumstances which render it undesirable that for his own sake he should return to China-Imay and that it is equally undesirable for Public reasons he should resume command of the Police.

It is impossible to speak too highly of Mr. Quin as an estimable and upright character. The testimonials enclosed of his career whether as a Serjeant of the Royal Artillery - serving on the Euphrates expedition in 1835- or as Sub-Treasurer at St Christophers in 1834-or organizing the Militia of Antigua in 1856- all testify to a long career marked by Integrity and good conduct.

It certainly is no fault of Mr. Quin, if I have come to the conclusion that he is eminently unfitted for the superintendence of such a body as the Police force of Hong Kong, and for the discharge of the extremely novel and peculiarly difficult duties of that Post, duties,
