Mr. Creagh informing him that there is not much in the power of this Government to do for him, and that he has entered under good auspices on a career in India which most would prefer to a career here, he must remember that he does so at his own risk.

If he does come I would ask permission to appoint him Assistant Superintendent of Police, promoting Mr. Jannsen Deputy Assistant with an allowance of £30 to his present salary of £550 for long service. I think he cannot be considered as having to run the risk that it would be impossible for him to exercise that moral influence over the force, which I regard as absolutely essential to be possessed by the Superintendent, and at least one other officer, in the event of the illness or absence of the former; all the evils of lax discipline would infallibly reappear.

I also consider it essential that the Superintendent should have the constant aid of such an officer as Mr. Creagh, for the discharge of his multifarious duties, which are altogether too much for any person, if they are to be satisfactorily discharged.

I propose therefore that Mr. Creagh should in the first place be reimbursed his actual expenses in enlisting the men and travelling with them to this place, and that from date
