In addition to this decrease in strength occasioned by ordinary wastage and the difficulty of finding fit recruits to fill vacancies as they occur, a considerable number of men enlisted in Barley are expected to avail themselves of that privilege.

It has therefore been a matter of much anxiety to devise means of replacing them. I have been engaged in correspondence with the West India and have obtained such information as I could in reference to the probability of recruiting the force from the Northern or Tartar Chinese population, but I found it impossible to effect any satisfactory arrangements in either of these directions. Under these circumstances, I turned my attention to the probability of obtaining recruits from the local population and from India, and learning that a number of men are entitled to their discharge.
