The only question arising has reference to the best mode of discriminating which are the individuals of Chinese origin and type entitled by naturalization to our Protection? Both as regards the Straits settlements and Hong-Kong a considerable difficulty exists as to any certain means of identification - Because any certificate of birth or nationalization which may be delivered to one legally entitled to claim it for his protection by the competent authorities in our Colonies will be constantly liable to illegal transfer. And I fancy it is beyond all question that many domiciled in our Colonies from time to time pass on to the mainland and mingle with the most dangerous classes in China to the great disturbance of the Government. To afford protection however to treasonable or dishonest practices when resorted to by inhabitants of our Colonies in the Country of their origin, free from it's Laws can never be the desire of Her Majesty's Government; and I
