My Lord,

With reference to a letter addressed by Your Lordship's Predecessor to my predecessor in this Office the 19th of February last, and enclosing a letter addressed to You by Dr. Smith Bishop of Victoria to have the honour of making some suggestions with regard to the consecration of a clergyman who may be qualified to undertake the duties of that bishopric.

I have informed Dr. Smith of this communication & I have the honour to state that it is not unusual to require some authority for consecrating a clergyman to undertake the duties of a bishopric.
