I have the honor to acknowledge receipt of your letter of the 7th instant in which by direction of the Earl of Carnarvon you request information as to what is the ordinance or authority which regulates the nature of the appointment of Clerk and Secretary to the Chief Justice of Hongkong and in whom under that authority the appointment rests

I believe that sections of Act No of 1845 authorised the Appointment of Officers necessary for the Administration of Justice and section directs that such officers are to be appointed by Her Majesty.

The late Chief Justice Adams required a Clerk on two occasions, on each of which he selected the person whom he thought fit, who was gazetted
