A friend of mine - Mr Mackenzie - who is returning from Hong Kong to England has sent me a letter which I think is interesting.
I send you a copy of it for your perusal, and if you will, show it to Lord Carnarvon.
Mr Mackenzie has quite retired from the China Hong Kong firm of Dent & Co. Before going to China he was in a Calcutta House, and while there was also for three years successively Chairman of the Calcutta Chamber of Commerce - a very important Corporation.
And his removal to China was followed by his being selected for the same post in Hong Kong. He has an intimate acquaintance with the trade, the Exchanges, and the currency of the East; and his practical experience of the working of the Indian Mints makes his expert opinion very valuable in regard to the Experiment now being tried.
