a limited right, for a specified
number of years.
A concession of the right to land submarine Cable in the island for a period of twenty five years. Such right to be granted under the Condition. That within four years from date the island of Hongkong be connected with Singapore by
a submarine cable, and that such right should lapse if the said line be at any time out of working
order, for more then four consecutive
years.
I also asked His Excellency to grant
a small annual subsidy to the line, whilst in working order; and likewise
allow a spot on the
Convenient locality at the
island
for landing the cable.
In return for the small subsidy,
I proposed to give the Government the facility in sending messages. As regards the point of land. I acted for, solely with
a view
of demonstrating that the undertaking had the countenance and support of the local Government.
