In reply to your letter of the 22nd inst. I am directed by the Earl of Carnarvon to transmit to you, for your information, a copy of the Regulations shewing the Examination to be undergone by Candidates for Hong Kong Cadetships. I am to state that when vacancies occur, the Secretary of State nominates a limited number of candidates for Examination from among those who have been properly recommended to him.
