of opinion that

the

War (Department) and

not the Colony ought

normally

to control the award

of these Pensions,

and

determine the conditions

under which they are

given.

It will be

better therefore

if the

Colony should be

relieved from

payment of

Pensions in

consideration

of an

annual

payment of £8000,

as

estimated

by

the

(Commission).

If

it

is

is practically indispensable

that the pensions

should be paid through

the

Agency of

the

Colonial Government.

There appears

to be

no reason

why

that

course should

not

still be pursued by

arrangement between the War Office and the Colony

annually.

The total

sum, therefore,

ultimately

which will be payable

by the Colony will be £160,000 per

annum,
