We observe that
the ordinance, the

We consider that the
use of
adhesive Stamps to
application Instrument generally
is highly objectionable
on account
of the insecurity to the Revenue;
it is accordingly
confined in this Colony
to Instruments of the above
description, and to
a few
others liable to small rates of
duty.
The Ordinance for
chargeable by
which adhesive stamps
are allowed to be used in
this County
are Apartments, Bills
of Exchange (Foreign) Charter
