sum of at 10,000 was advanced by their Lordships to the Crown Agents on the Colony of Hong Kong on the express condition approved in this letter of 14 July from the Colonial Office that sum being immediately repaid to the Treasury Chest in that Colony. It would appear however that that condition had not been observed by the Governor of Hong Kong, and Lord ... would be glad to learn whether the Secretary of State is in possession of any information on the subject.
