Treasures an opportunity of furnishing some explanation before transmitting Export Attie Secretary of State.

The My Lord do not consider it necessary to enter further into the details of this matter.

Their views were fully expressed in his letter of 31st May last, and it would appear that the present Governor's opinion in a great degree coincides with those views, and that which the Treasurer cannot be acquitted from the charge of want of zeal. Yet it appears that others were to blame for not affording him the support which he might reasonably have expected.

Their Lordships are glad to learn that the Ordinance No. 5 of 1863 is now working satisfactorily; and they hope that the respective officers concerned with its operation will in future bestow more attention upon the duties required of them, so as to prevent such a recurrence of any charge of remissness, as heretofore formed the subject of this correspondence.

I am,

Sir,

Your Obedient Servant,

Forwarded by H[erbert]
