The Lords Commissioners of
Her Majesty's Treasury have had under their consideration the correspondence enclosed in Mr Elliot's letter of 20th Ultimo relating to the measures taken for the protection of the Mail at Hong Kong and request that you state to the Governor that they will not withhold their approval of the expenditure that has been incurred for the erection of Barracks, Officers' Quarters and on the accommodation for a permanent guard of European troops.
