I have laid before the Lords Commissioners of Her Majesty's Treasury your letter of the 15th Decemr, enclosing copy of a despatch from the Governor of Hongkong with Reports and Estimates. We are, &c., &c., 18, 16, 17, 19, 22, Feb. 1866, and Jan. &c.
Their Lordships desire to state, for the information of Secretary Cardwell, that They approve of the Estimates thus submitted for the Works specified Jan. &c.
