in sect. I of the Adrian referred, that this Arch Office of the Hong Kong Mint shall be
" empowered to coin ... silver coins of such weight & fineness "and of such design as may from time to time be approved by the Secretary of State under such regulations
as may be prescribed by the Hong Kong Ordinance" and that such coins "shall be a legal tender ... for any amount" at the discretion of the Hong Kong Government, subject to any power given to the Lords Commissioners of Her Majesty's Treasury elsewhere in the Adriane,
to make any other provision relating to the legal tender.
I am therefore directed to request that you will be so good as to state whether the present Regulations appear to you to be beyond
the powers given by this
