"and if the Governor should consider, after that experience, that a seigniorage of 1/4 or 1/2 percent will be sufficient to cover such expenses my Lords will not object to the charge of 2 percent being accordingly reduced.

With reference to your letter of the 18th March last, I am to state that my Lord's directed the Inspectors of the mint to prepare such regulations as he might consider necessary under the said cause of the said Ordinance No.2 of 1864. Such Regulations have accordingly been prepared, and, after consideration, have been approved of by this Board.

The enclosed copies of letter from the Master of the Mint of 18th and 28th March effectively, together with the Regulations above-mentioned, are transmitted herewith, in order that they may be forwarded to the Governor of Hong Kong - the "Regulations prescribed by this Board respecting the fineness and design of the dollar and half dollar to be issued from the mint in Hong Kong."
