I am directed by Mr. Secretary Cardwell to transmit herewith for the information of the Lords of the Treasury and for delivery to Captain Crosman the duplicate of a Despatch which Mr. Cardwell has addressed to the Governor of Hong Kong respecting the affairs of Captain Crossman.
