I am to state, for the information of Mr. Secretary Cardwell,
That Captain Crosman, R.E. has been appointed to Examine and Report upon the Official and Consular Buildings belonging to Her Majesty's Government in China and Japan, and to superintend the construction of new Buildings at various places in those Countries; and that he will start from Southampton on the 4th March next for Hong Kong.
