Colonial Secretary's Office,

Hong Kong, 28th May, 1866,

Sir,

In reply to your letter of yesterday to the address of His Excellency, the Governor I am directed to inform you that your complaint was at once referred to the Colonial Surgeon, and that this officer reports that "the man in question has been for several months in Hospital, is as well as he is likely to be in this climate and that he will relapse if he does not get a change of climate, and his disease can in no way be attributed to the treatment he received on board the "Western Chief" under Captain Fill..."
