acknowledge the receipt of Mr Elliott's letter of the 10th instant forwarding for their information and observations they may

wish to offer a Copy of a Despatch from the Governor of Hong Kong inclosing with other Documents a letter which had been addressed to him by the Master of the "Western Chief" complaining of his having been compelled to receive and retain on board his Vessel a destitute sick Seaman whose condition
