It appears from these papers that the conditions asked for by the Telegraph Company for laying the Telegraphic line are:
1. A pecuniary Subvention. 2. A grant of Land
3. ...that...as sites...for buildings &c.
4. A Monopoly of the Service...for a term of years.
In reply I am to request...you...will inform Mr Cardwell that the two first conditions are such as may be decided by the Colonial and Home Governments without apparent difficulty but regards...as...the concession of a monopoly for a period however short
My Lords entirely concur in the opinion of Mr. Cardwell that it is one that should on no account be made.
