the postage commensurate with the trouble, responsibility and Expense, shall be paid by Government of Hong Kong on all Correspondence to and from the Chinese World and Japan passing through the Hong Kong Post office.

Mr Rea will receive special instructions in this matter; and

the Duke of Montrose hopes that, subject to the after approval of Her Majesty and the Lords of the Treasury,

he may be able to come to an agreement with the Colonial Authorities on this subject, which shall prove equitable and advantageous both to the Imperial and Colonial Governments.

Mr. Rea will leave England on the 26th Instant, and he will wait upon Sir R. Macdonnell immediately after his arrival in the Colony.

On his return homewards Mr Rea will visit Singapore, Penang and Ceylon, for the purpose of reporting upon certain questions which have arisen with respect to the mail Service at those places;

and as it is probable that the Governors may desire to avail themselves of his assistance in the inspection of the local Post Office, Lord Carnarvon will, no doubt, think it desirable to communicate Mr. Rea's appointment to the Governors of Singapore, Penang and Ceylon, requesting them also to be good enough to afford
