"It is far from clear, whence these measures are to arise. It is difficult to imagine why, without a large fleet, in the Chinese and Papuan waters, some plan cannot be devised in concert with the Chinese Government, for employing a certain number of vessels on the Coast.

There vessels weigh as nothing against the danger of allowing the China Sea, on which much of our trade is carried on, to become a place of the utmost danger to the vessels which frequent it. Such is already the case, but the danger must continue to increase until put down by a strong hand.

I need hardly add that as far as engaging Chinese among the Crew and also native passengers, the utmost circumspection is adopted to prevent any risk from them.
