reply that I understand that the Courts of Hong Kong may lawfully take cognizance of Piracies by (including within that term all residents within the Colony) British Subjects in Chinese Waters as, according to the cases which by the Act for Piracy jure gentium order constitute Piracy, and that in order to constitute this Crime, the murder or robbery must have been committed on the High Seas.
