I transmit to you some information and a copy of a report from the Emigration Commissioner in this Colony, to whom I have been quite anxious to ensure sufficient precautionary measures which are also believed necessary with a view to the care & safety of the emigrants referred.
I have learnt with much regret the enquiry into the matter relating to the regulations for supervision of emigrant ships from Hong Kong.
I request that you will direct your early attention to the subject in order that the Regulations may undergo a thorough revision.
